it will be best to appoint person named for five years in accordance with Clause 2 of Royal

Instructions.

This will excite least comment.

He will probably retire soon after the termination of the war in which case he would resign his seat. It would then become a matter for Government consideration whether to seek permission to replace him by another such appointment.
